That
is, Allah
Almighty says that it is His message for all slaves that those people
who, through the abundance of Zikr
and Worship, have entered themselves in His
righteous chosen people
, they are the real Oulul-Amar
and the
Viceroys in the earth as it has arrived:
Obey
the messenger and those of you who are in authority (4:59)
These
Oulul-Amar
do not mean these Outward, Kaafir, Despot, Heretic and Irreligious
Rulers of this world who have illegitimately imposed themselves upon and are
exploiting the oppressed and helpless People-of-Allah
through (histrionic)
trickery, guile, fraud and force. Their despotic autocratic machinery of the government
day and night grinds and crushes the poor and helpless people and sucks the
blood of the needy, unaided and demoralized subjects.
In
reality, a Subtle
Spiritual Government of the Realm of Command (Aalim-e-Amar)
is established over this Outwardly
Earthly Government and this earthly rule is
like a shadow and shade for this Esoteric Rule. The rule of the Outwardly
Worldly Rulers is on the physical bodies and earthly body sources but the
Tasarruf
of the Inwardly
Oulul-Amar Spiritual Aamileen
is on the Kingdom of the
Inwardly
Quloob and Arwah
(Spirits). Since the physical body is in the Tasarruf
of the Inwardly
Heart and Spirit, therefore, body unquestionably follow that
way what the heart
and spirit want. Body is in control of the heart
the same
way as pen is in the hand of the writer. Pen writes that which the writer
wants. Hence, the original ruler is this Department of the Rijaal-ul-Ghaib,
Oulul-Amar, Ahl e Takween and Mutsarrifeen and in reality, their Tasarruf
is in
force and continual over the world and the Outwardly
Rulers are subject to
their rule and command in a way as the human body is in the Tasarruf
and
Influence of heart
and soul.

The
outward ruler, when is writing decision of a matter, his heart
is that time in
the fingers of the Inwardly
Rulers same as the pen is being held by the ruler.
Hence, the real decision makers and the rulers are these Inwardly
Rulers though
these outward bodies of the rulers are observed by us governing and running the
state though we cannot see the faces nor can we feel the action or deeds of the
Inwardly
Rulers. Is it Untrue that every action is done by the heart
and spirit
in the world? Then, can we see the heart
and spirit physically taking part in
such actions and deeds? Blind dead hearted sleeping carnal people do not have
information and knowledge about these spiritual and luminous people. This
earthly world is, perhaps, a very lengthy and wide station and earth is its
floor and sky is its ceiling. The sensual inhabitants of this place are
sleeping in ignorance under the blanket of matter but the Spiritual
Living-Hearted
persons are wakeful and vigilant in this world. Hence, neither
the sleeping carnal beings are aware of themselves nor of the outsider but the
wakeful spiritual beings remain informed of every inch of this material world
and its all things and all the sleeping and wakeful inhabitants of this world.
They continue their visits in this material world like the Inwardly
Soldiers
and Sentinels and keep their information of the area under their control
updated and they do and arrange the outward and inward
surveillance and
protection of that area. They, Inwardly, keep on meeting with each other,
communicating and doing the duties of their respective offices. The Outwardly
sensual people are totally ignoramus about their way of doing, actions and
conditions. These Rijaal-ul-Ghaib
Oulul-Amar
Mutsarrifeen persons hold meetings
and conferences in the Inward
and all the affairs of the world are first
decided by their hands in the Realm of Command (Aalim-e-Amar) and then these
come into force and acted upon in the Kingdom of the Creation in the Material
World. Always their number is fixed to about 360. Sometimes this number
increases in case there is lot of work. It never becomes less than 360.
