He invites the people unto Hidayat only when he has become a Kaamil Mard.

 

The Kaamil executor of Dawat grasps the enemy by Damm in such a way that enemy dies in a moment. In this way, the Damm of the People-of-Dawat the Master of Taufeeq is like the Damm of the snake. To whomsoever he clutches in the hold by Damm, kills him and he dies. The Kaamil Qadiri is familiar with the eternal Damm that he at once makes the entire world covered. His Damm is the likeness of a written order and a proclamation (of a sovereign). The gaze of the Kaamil Qadiri sees the hidden doubtless treasures. He has not to be dependent upon any [king like] Aurangzeb for his livelihood. The Faqeer , first, tests the Tasarruf of sustenance and then he tests the Tasarruf of world.

That Pir and Murshid and Mentor, who himself is Faqeer Dervish Arif Wali-Allah Aalim-Bi-Allah , his pupil or Seeker or Mureed will by himself achieve the Martaba of a Wali, Ghaus , Qutab , the Master of Mansib, Abdaal or Autaad . That person, who is Waasil , he first achieves the Outwardly and Inwardly Tasarruf. This is called the Mukammil Jamiyat of all Worlds. The Outward Tasarruf means this that he should first donate the Outward treasures of Lord, that is, the gold-and-silver and the cash and possessions through the (efficacious) effectiveness (and the impact) of gaze and should grant the Haal Ahwaal of the Akseer of Kimiya and the Ilm of Takseer because he, who is the absolute Faqeer , he is Outwardly all Laa-Yuhtaaj . He, day and night, sees the Mushahida of the Station of Abad and the Station of the Great Assembly of the Day of Judgment and cries with the pain of these scenes. His soul gets coked in fire and tears of blood, shed from his eyes.
